Acceptable Use Policy

Introduction
The following guidelines describe library-wide policies for the use of computer data networks and the resources they access, including the Internet. The policies reflect the ethics and the principles of Greenwood Public Library and the privileges and responsibilities that are characteristic of the library computing environment.
The Local Area Network computers, including Internet access, are provided to advance the library's mission.
Because no system is infallible, and because personal opinions regarding "offensive" material may vary, it is strongly suggested that parents or guardians of minors accompany their children to the library and work with them while they are using the network and the Internet.
The Greenwood Public Library does provide wireless Internet access to our patrons.  For further information on wireless Internet use and policies, see our  Wireless Use Policy

General Policy
The library patron is responsible for proper use of the computer network, databases, and Internet. The library patron using the network or Internet should be aware of computer and software viruses and other destructive computer programs and take steps to avoid allowing the Library's computer network to be damaged by these.  Patrons may not add to, delete, or alter the software on Library computers in any way, and will be liable for damage to the computer(s) or the network if they do so.

Use of Computers By Minors
Minors are welcome in the Greenwood Public Library, and may use the network and internet access. Parents are strongly encouraged to accompany their children. Parental participation is vital in teaching minors the value of resources through computer networks, including the Internet. Parents and guardians of minors are responsible for setting standards to follow when using media and information sources through the Internet or network, and conveying them to their children.

Children’s Internet Protection Act (CIPA)
In accordance with the Children’s Internet Protection Act, no one under the age of 18 is permitted to access computer sites, chat rooms or e-mail that contain obscene or sexually explicit material harmful to minors.  Adults are not allowed to display such materials within view of minors.  All Library computers have been set to filter out materials as outlined in CIPA.  However, parental supervision of children using the Internet is advised, even with filtered access.
Be advised that GPL staff monitor computer use and will immediately disconnect a site in violation of CIPA.  Further, any individual that continues to display such materials will lose Internet privileges.

Cooperative Use
The Library utilizes a PC Time Management system that governs the use of the public computers in the Library.  Patrons are allowed 4 sessions per day.  Patrons will need a valid Greenwood Public Library card to access public Internet and Word Processing computers. Computer Use Only cards are available. Guest Use cards are available for patrons who are not eligible for a library card.  Network and Internet users can facilitate the fair use of the network by observing time limits on Internet use and surrendering use of the terminal when allotted time has elapsed.

Legal Use
Network and Internet may be used by patrons for legal purposes only. Examples of illegal use  include but are not limited to:

  • Harassing, libeling, or slandering others
  • Downloading programs, software, etc., which damage or result in disruption of the network (LAN)   research services
  • Transmission of speech not protected by the First Amendment
  • Unauthorized copying of copyright-protected material
  • Accessing material advocating or constituting child pornography or abuse, or displaying pornography to minors
  • Use of the network (LAN) or Internet to commit fraud or other crimes

Ethical Use
LAN and Internet access must be used in accordance with Greenwood Public Library policies. Examples of unacceptable use, some of which may also have legal consequences, include:

  • Violation of LAN and/or computer system security
  • Unauthorized use of computer accounts, access codes, IP addresses, network  properties, personal or library password, identification numbers, etc.
  • Use of terminals in a manner which impedes the access of other patrons to the network, such as failing or refusing to observe time limits set by the library

Sanctions
Violators of these policies may lose some or all library privileges. Violations of legal or ethical use policies will be dealt with in a serious and appropriate manner. Persons making illegal use of the LAN or Internet may be subject to prosecution by local, state, or federal authorities.

Limitation of Liability
It is impossible for the Library staff to monitor the workstations every minute the Library is open. Therefore, patrons and the parents or guardians of minors must assume responsibility for acceptable use of LAN, PCs and the Internet.
The Library assumes no liability for use of credit cards by Library patrons using the Internet.
Library patrons must, as always, be good information consumers and evaluate the various sources of information available for accuracy, timeliness, and credibility.
A patron signifies understanding of and the agreement to abide by the policies as outlined above by signing up for Internet and PC use at the Greenwood Public Library.

Wireless Use Policy

The Greenwood Public Library provides wireless internet access to our patrons for use with laptops or other wireless enabled mobile devices for web and email access.

wifi

  • Any use of the Library’s network (wired or wireless) must be in accordance with the Library’s Acceptable Use Policy. Any activities deemed illegal, apply to patrons whether using their own computer or a library owned computer.
  • Library staff are not able to provide technical assistance beyond that which is presented below.
  • If you need to manually set the SSID (Service Set Identifier) on your adapter/software, it is: GPL_Public.
  • Depending on your wireless adapter, it may not be necessary to change any TCP/IP settings. If you need to set these manually, set them to obtain both the IP and DNS server addresses automatically.
  • Be advised that you use the Library’s wireless network at your own risk.  The wireless network is not secure as it is not encrypted using WEP, WPA, etc.  Unless you take additional precautions, any information you send to or from your laptop, PDA, etc. could potentially be intercepted by a third party who might be within range and using the appropriate hardware/software.
  • The Library will not be responsible for any information (i.e. credit card) that is compromised, or for any damage caused to your hardware or software due to power surges, security issues, hacking, or viruses.  Anti-virus and security protection are the responsibility of the patron.  All wireless access users should have up-to-date virus protection on their laptops or other wireless devices.
  • Laptop computer users are expected to be considerate of patrons nearby and are expected to use headphones when playing movies and music.
  • Printing is not available over the wireless network.  If printing is needed, patrons may save files to a storage media and print from one of the Library’s Word Processing computers.
  • The Library's wireless network has been set to filter out materials as outlined in CIPA.  However, parental supervision of children using the Internet is advised, even with filtered access.
  • The Library will not be responsible for laptops or other devices left unattended.
